On Wednesday, July 18, I presented to the UC Regents a plan to appoint a group of dedicated directors with operational and strategic expertise to guide UCSF so we can deliver on our public mission. Open letter to UC community from President Yudof

I write today to address, once again, the moral and ethical imperative for all of our University of California students, faculty and staff members to foster a climate of tolerance, civility and open-mindedness. I am prompted to do so because of a number of recent incidents that undermine this imperative.

University campuses are proper venues for collisions of ideas and viewpoints. Conflicting viewpoints not only are inevitable but also healthy in this context.

What is not acceptable are acts meant to disrupt the speech of others. What is not acceptable are hate-driven physical and, yes, verbal attacks on any group or individual that are meant to silence or intimidate those who would express differing opinions.

It was wrong for hecklers to disrupt speakers on the UC Davis campus at an event entitled “Israeli Soldiers Speak Out.” It was reprehensible that one of these hecklers accused the speakers of being associated with rapists and murders. Under the direction of Chancellor Katehi, campus officials dealt appropriately with this individual, moving him out of the room and barring re-entry. But I want to make this clear: I condemn the actions of those who would disrupt this event. Attempting to shout down speakers is not protected speech. It is an action meant to deny others their right to free speech.

Colleagues:

Yesterday I gave a presentation regarding our campus and our plan for the future to the UC Regents. This presentation has attracted attention, and I wanted to be sure that you heard, from me, what was presented and also what our next steps will be.

In our Three-Year Plan, we have outlined an ambitious vision—to be the world’s preeminent health sciences innovator—along with four equally ambitious goals around patients, research, education/students and our faculty and staff. Our fifth goal—to create a financially sustainable business model—will enable us to deliver on our plan and vision.

At UCSF, we are working hard on our Operational Excellence efforts to reduce costs and improve efficiency, and I have charged several committees with evaluating potential revenue growth opportunities. Beyond this, we also need to consider solutions related to UCSF’s relationship with the larger UC system.

At the Regents meeting, I proposed that we form a working group to examine new approaches for UCSF specifically related to our governance structure and financial relationship with the UC system. I am pleased that The Regents were supportive of our proposal and expect that the working group will be formed and begin meeting within a month. My leadership team and I will keep you informed on the progress. We expect to report back to The Regents with findings and recommendations in July 2012.

Dear Colleagues:

As we approach the holidays, I have been reflecting upon this past year and all that we have accomplished together at UCSF. There are far too many achievements to list but I would like to take this opportunity to highlight a few:

Under our clinical care mission, in March we launched our automated pharmacy in the UCSF Medical Center, using robotic technology to prepare and track medications to improve patient safety. We also achieved a major milestone with the launch of APEX, our new electronic medical records system that will significantly enhance our efficiency and ability to serve our patients. And, we celebrated an important milestone in the construction of our new hospital at Mission Bay: the “topping off” of the building this fall.

Dear Colleagues:

Governor Brown yesterday released his May budget revision, which serves as a mid-year update to his January budget proposal and is based on the state’s actual revenue to date.

Although his update contained a glimmer of good news – state revenue is more than $6 billion above January’s projections – the future of the state’s budget remains uncertain. One reason for the uncertainty is that the governor’s budget proposal assumes that Californians will vote for extending certain temporary taxes. Even with these taxes, the state is ready to reduce its funding of the UC system by $500 million. If the tax extensions are not approved, the governor is proposing the cuts to UC double to $1 billion.

Dear Colleagues:

In response to a desire by faculty, staff and students on all ten UC campuses to find ways that our university can support the rebuilding of Haiti¸ a group of UC students has taken the initiative to organize a “UC Haiti” Summit.  As a UC system, we have much talent and expertise in many different fields needed to assist the Haitian people in the long process of rebuilding their earthquake-devastated country.  We are pleased to support our student’s efforts in coordinating this one-day Summit.
