Dear Members of the UCSF Community:

As a public university, UCSF is firmly grounded in the belief that the expansion of knowledge, through scientific discovery, is core to our society’s freedom and prosperity. We also believe that our strength as a university stems from a culture that embraces diversity and inclusion, and respects every individual regardless of his or her religion or national origin.

To reaffirm and celebrate these values, UCSF will “Stand Up for Science” in solidarity with other members of the academic and scientific communities, including the Gladstone Institutes and the California Life Sciences Association. On Saturday, April 22, two morning events are scheduled to take place at Mission Bay:

  • “Stand Up for Science” Teach-In (8-10 a.m.), featuring UCSF faculty members who, during their careers, have pursued research that has clashed with political sentiments. Listen to stories from those experienced in advancing evidence-based health policy when politics interfered or presented seemingly immovable obstacles. RSVP to attend this event. The teach-in will be available via livestream.
  • “Stand Up for Science” Rally (10-10:45 a.m.), with the local life sciences community to speak out for our shared values of diversity and inclusion in advancing scientific discovery.

Dear Members of the UCSF Community:

The severe budget cuts to federal funding for scientific research proposed by the new administration, particularly a 19 percent reduction in support for the National Institutes of Health (NIH), are deeply concerning. UCSF is fortunate to have been a top recipient of NIH funds for many years and, as a public institution, it has been our privilege to fulfill our pact with taxpayers by conducting research that has improved the health of all Americans.

Be assured that our leadership team continues to work, in concert with the UC Office of the President, to stay apprised of federal actions and issues that have a significant impact on our university. We are strongly committed to keeping UCSF community members informed and taking appropriate actions to address these concerns and defend the values that are core to the University of California.

UCSF is advocating in our nation’s capital. Vice Chancellor for Science Policy and Strategy Keith Yamamoto is in Washington, DC working with Associate Director Natalie Alpert, our federal government relations lead, to actively represent UCSF. We remain aligned and in partnership with others who share our deep concerns, including our peer academic research institutions and national organizations such as the American Association of Medical Colleges (AAMC). It is by working with our peers and colleagues that we can truly represent the breadth of support that exists for maintaining what has been consistent and long-standing bipartisan backing for the federal funding of biomedical research.

Dear Colleagues:

As you know, President Trump signed a new immigration Executive Order yesterday that restricts entry into the United States for 90 days for citizens of six countries – Iran, Libya, Somalia, Sudan, Syria, and Yemen. While this order has been revised from the one issued in January, we remain opposed to such bans because they impinge on the free flow of knowledge and information, which is core to UCSF’s mission. We remain deeply concerned about the impact of this immigration policy on our faculty, students, trainees, and staff – and on their families.

We also are concerned with a policy change announced on March 3 that suspends premium or expedited processing services for H-1B visa applications beginning on April 3 for a period of up to six months. This announcement by the United States Citizenship and Immigration Service will have an impact on academic employees and trainees requiring initial H-1B status during the six-month period.

In the wake of these announcements, the University of California and UCSF reaffirm our utmost commitment to safeguarding and supporting the rights of all members of our community, especially those directly affected by these most recent actions to restrict travel and access opportunities here at UCSF.

Dear Members of the UCSF Community,

I am writing to provide another update on President Trump’s executive order on immigration and its impact on our community. Since the announcement of the executive order last Friday, my leadership team has been working continuously to gain clarity on the concrete implications of the policy as well as to provide answers to the many questions and concerns that this action has raised among members of the UCSF community.

First, I want to state unambiguously that the President’s recent action temporarily barring immigrants from certain Muslim-majority countries and suspending the U.S. refugee program is antithetical to our core values. We at UCSF are committed to attaining a culture in which every individual is treated respectfully and fairly regardless of her or his religion or national origin, and we hold dear the very principles on which this country was founded: freedom and the opportunity for all members of society to achieve their dreams. It also is important to emphasize that the mission of UCSF is to advance health worldwide. While we make our home in the Bay Area, UCSF is a global community that thrives on the interaction between faculty, students, trainees and staff from different cultures, backgrounds and beliefs. At our core, we believe deeply in the free flow of information and knowledge that comes from global engagement.

President Janet Napolitano and the Chancellors of the University of California today (January 29) issued the following statement:

We are deeply concerned by the recent executive order that restricts the ability of our students, faculty, staff, and other members of the UC community from certain countries from being able to enter or return to the United States.

While maintaining the security of the nation's visa system is critical, this executive order is contrary to the values we hold dear as leaders of the University of California. The UC community, like universities across the country, has long been deeply enriched by students, faculty, and scholars from around the world, including the affected countries, coming to study, teach, and research. It is critical that the United States continues to welcome the best students, scholars, scientists, and engineers of all backgrounds and nationalities.

We are committed to supporting all members of the UC community who are impacted by this executive action.

Dear Members of the UCSF Community,

I write to inform you that UCSF leadership is actively engaged with the UC Office of the President to comprehend the implications of President Trump’s executive order on immigration and determine all options available to protect the well-being of every member of our community. I also want to immediately distribute to you the following communication that we received this morning from the Office of UC President Janet Napolitano.


Guidance for the UC Community on the Executive Order Affecting Visa Processes and Entry into the United States

On Friday, President Trump issued an executive order that restricts entry into the United States for 90 days for individuals from seven countries – Iraq, Iran, Libya, Somalia, Sudan, Syria, and Yemen. Based on news reports, individuals with immigrant and non-immigrant visas and those with green cards who are originally from these countries are being denied entry into the United States. We continue to analyze the executive order and its impact on our students, faculty, scholars, employees, and other community members. At this time, we recommend that UC community members from these seven countries who hold a visa to enter the United States or who are lawful permanent residents do not travel outside of the United States.

We will continue to monitor and analyze the impact of the executive order and will issue additional guidance as soon as possible. Until then, if you are a visa holder or green card holder from one of these countries that is currently abroad, or you have any questions, please contact the International Studies Office on your campus.

Dear UCSF Community Members:

Thank you for your outstanding response to the messages sent from both Executive Vice Chancellor Dan Lowenstein and me last month urging your support of the UCSF research and academic building at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG). Today, I write to provide you with an update and a renewed call to action.

On Wednesday, the San Francisco Board of Supervisors Budget & Finance Committee reviewed the Ground Lease and the Lease Development and Disposition Agreement for the proposed research facility and forwarded the item to the entire Board for its consideration on Tuesday, January 31.

While the item was passed out of committee, the Supervisors expressed concerns about the adequacy of parking at ZSFG and advanced the item to the entire Board “without recommendation.” The committee took this action despite UCSF’s agreement to pay $10 million to compensate for the 130 parking spaces that would be displaced by the research facility. In addition, the San Francisco Department of Public Health has been working to secure authorization for the expansion of the existing ZSFG garage.

Gaining the Board’s approval for the research facility is essential to ensuring that ZSFG remains at the forefront of care, healing and discovery for all San Franciscans, and especially for the most vulnerable of our community. Without this facility, our faculty’s robust research program, which informs care for all patients at ZSFG and ensures ZSFG’s Level 1 trauma designation, is at risk.

Dear Colleagues:

The results of Tuesday’s election have been met with a range of emotions in our community.

Over the last several days, we—along with the leadership team of the Differences Matter initiative and similar programs across the entire campus—have been hearing from immigrant (including DACA), Muslim, LGBT, and minority learners, as well as faculty, staff and patients. The common theme being expressed is that many people are feeling personally vulnerable because of the rhetoric voiced during the election season.

It is also clear that the process leading up to the election, and the results of the election, have revealed more clearly than ever deep divisions within our country. It is critical that we come together to bridge these gaps in order to function as a healthy society.

To all who are feeling concerned or at risk, we are here for you and intend to fully support you. Our commitment to developing and sustaining a culture of equity and inclusion remains steadfast and is reflected in our UCSF PRIDE values.

We are fortunate to be members of an institution that is a beacon of hope for all. Our patients come to us with hope that we can alleviate their suffering. Our students, postdocs, residents and fellows come here with hope that we will help them become outstanding contributors to the world of biomedical science and health care. In light of yesterday's election results, we know there is understandable consternation and uncertainty among members of the University of California community. The University of California is proud of being a diverse and welcoming place for students, faculty, and staff with a wide range of backgrounds, experiences and perspectives. Diversity is central to our mission. We remain absolutely committed to supporting all members of our community and adhering to UC’s Principles Against Intolerance. Dear UCSF Community:

Today we join our students in observing the first anniversary of White Coats for Black Lives, a demonstration to call attention to health inequities and increase awareness of racism and violence as public health problems. We are proud that UC San Francisco is one of the places where this movement started, inspiring similar actions around the country.

Developing and sustaining a culture of equity and inclusion is a high priority for UCSF. Chancellor Sam Hawgood is actively engaged with campus and faculty leadership to ensure that concrete steps are being taken to address the issues raised by our students. The Office of Diversity and Outreach is focused on increasing the recruitment and retention of diverse learners, faculty and staff, establishing a climate that is equitable and inclusive, and supporting education, research and patient care practices that facilitate health equity.

In January, the School of Medicine refocused its annual retreat on how race, whether as a social construct or a risk factor shaped by environmental forces, contributes to disease. Faculty and students also spoke of how discrimination has affected them personally. This fall, the School of Medicine devoted a significant part of the orientation for incoming medical students to communication about differences. Other projects, such as the Differences Matter initiative, are in progress.
